The State Duma property committee is one of the basic economic committees of the Russian Parliament. Figures can prove it. In the State Duma of the third convocation the deputies - members of Property committee have considered 260 law drafts. 23 laws prepared by the Committee of the third convocation have been signed by the President of the Russian Federation and came into effect.

The basic achievements of the Committee in the third convocation were the passing and coming into effect of the following Federal laws:

the Land code of the Russian Federation,

"Of the coming into action of the Land code of the Russian Federation",

"Of the insolvency (bankruptcy)" (new version),

"Of  the licensing" (new version),

"Of the privatization of state and municipal property" (new version),

"Of the arbitration tribunals in the Russian Federation",

"Of mortgage (credit on property)",

"Of the state and municipal unitary enterprises",

"Of joint-stock companies" (new version).

Drafts that the Committee works with are directed to the legislative support of the country’s reforms and form an independent and complete part of national legislation.

Members of the Property Committee of the fourth convocation have to work on problems that represent the widest scope of property relations in Russia. Legislative regulation of the property relations is a dominant, a starting point of all the economic legislation. In fact, property relations determine the social and economic state of society, its political system itself. It follows that the efficiency of national economy is directly connected to the regulation of its property relations.

In a modern society, the relations of property are extremely diverse. They include the land legislation, the corporate legislation, legislation of property, including legislation of the state unitary enterprises, legislation of financial improvement and bankruptcy, of concessions and other agreements based on the division of production. In the fourth convocation the Committee plans to pay special attention to the questions of betterment of the land legislation, privatization of the state and municipal property, nationalization, development of mortgage (credit on property), insolvency (bankruptcy), creation of the institutes of market regulation and self-regulation of existing enterprises.

All aspects of the legislative work of the Committee of property form the conditions necessary for the realization of the aims laid down by the President of the Russian Federation V.V.Putin, directed on the modernization of Russian economy and the transformation of Russia into an advanced industrial power.
